Paul Astengo has over 30 years banking experience gained in Gibraltar, Spain and London. His career has seen him undertake a number of roles in both the domestic and international fields. He gained extensive experience in the relationship management environment, in particular in the executive, entrepreneurial and high net worth markets. A Gibraltarian by birth he returned to Gibraltar in 2000 after 20 years to set up a relationship banking service for Barclays Private Clients. He followed this with a variety of local appointments in banking and in 2013 joined the financial services marketing team of HM Government of Gibraltar with responsibility for the private client sector. His role as Senior Executive led to his appointment by Minister for Commerce Albert Isola as Co-Chair of the Cryptocurrency (now renamed) DLT Working Group that delivered the first DLT Regulatory Framework in January 2018 Since the framework came into effect there have been approximately 35 applications submitted, several from large international players which has led to the first batch of DLT “in-principle” licenses granted by the Gibraltar Financial Services Commission in August 2018.

Gibraltar is a self-governing and self-financing parliamentary democracy presently within the European Union. A British Overseas Territory, Gibraltar is economically prosperous with a highly diversified economy including financial services, e-gaming, shipping and tourism.

Gibraltar is not subject to the VAT regime or the Common Customs Union and is OECD white-listed and recognised as internationally co-operative. Its financial services sector focuses on private clients, insurance (both captives and general) and funds / asset management / alternative investment management.
